Champion Insurance has completed the first three phases of the Systems Development Life
Cycle to introduce a company intranet. Thorough investigation of the current business processes
and user surveys and feedback have revealed a need to increase the technical gap between
Champion Insurance and competitors. Thus, the intranet will feature an electronic application
process to replace the traditional approach, a communication toolkit to enhance teamwork, an
electronic accounting and billing system and updates with news from the local branches.
The systems planning team recommends an outsourcing approach to reduce cost. The Champion
Insurance IT Department has researched the potential to use HP Integrity solutions as the
hardware and software provider for this project. Using this approach, the estimated total cost of
ownership for this system is $358,000. Because the intranet will expand rather than replace the
current business procedures, there will also be the intangible benefits of increasing productivity
and employee satisfaction.
Since Champion Insurance’s IT Department will be coordinating with a third party to implement
the new system, scheduling and training will need to be addressed. Also, initial security concerns
have been addressed in the systems design phase of this project but must continue to be a focus
during the implementation of the system as Champion Insurance values customer and employee
privacy. This project is expected to be completed within one year and provide a solid foundation
for continued business expansion into small business commercial insurance within the next five
years.

Business Profile
Champion Insurance is a personal property, auto, and liability insurance agency with four
regional offices. Teams of insurance agents at each location work with customers at the physical
locations to process applications and provide customers with policy options. The consumer base
of Champion Insurance includes families, married, and single individuals with an average age
range of 35-50 years old. Accounting managers at each location maintain ledgers, budgets, and
bill customers on a monthly basis. The human resource manager oversees employee benefits and
payroll services for the whole company through the same software used by the accounting
departments: QuickBooks. The IT department consists of a technical support specialist and
network engineer under the chief IT director. Current technical components of the company
consist of the financial software, user productivity software, and basic small business hardware.
Champion Insurance plans to expand its operations to include Web-based application services
and online billing capabilities.

between regional offices because there is no practice in place to share resources for projects and

resources within offices and between offices. Also, an intranet with such applications creates a
standard for products and services since all teams will be working with the same resources.
Moreover, the investigation into software reveals that the generic software used lacks the
features required to transfer the application process to a computerized system. The findings from

approach to applications to keep up with the competition. Finally, a lack of interaction between
team members draws from insufficient user productivity tools. Team members cannot rely on email to coordinate meetings and projects in real time. Instant messaging, chat, and dynamic
document editing programs can help bridge this gap in communication for team members. All
four areas of investigation into the problem of poor financial performance suggest an opportunity
to create a company intranet that will connect staff, enhance collaboration, standardize

This project will not replace the accounting software that the company already uses. It will
consolidate bookkeeping information within the intranet so that all offices can access it. The
project also will not replace the policy analysis and rating that each team of agents performs after
the application process.

significant fixed costs and thus requires a substantial investment in hardware, software, and
licensing. Meanwhile, the in-house option will use the hardware and software already in place.
Thus, it has lower initial costs, but significant support costs that include variable costs such as
maintenance, daily operation, troubleshooting, and updates. Taking the in-house approach would
require an 81% greater investment in support. It would also require a 74% greater cost due to
downtime of services. The downtime also has intangible repercussions in morale, individual job
performance, and customer satisfaction. The additional outside support that the in-house solution
requires also puts additional stress on the Champion Insurance IT team already established.
Meanwhile, HP Enterprise Services offers off-site hardware with inherent less maintenance and
support costs that is overall more manageable for the size of the Champion Insurance IT team.

Output Control
Champion Insurance trains its employees according to a strict privacy policy regarding sensitive
information. Quarterly classes about privacy rights and industry standards help ensure that
Champion Insurance maintains output control. Additional protocols in place include physical
controls such as tracking of copies and prints of output (billing statements and policy quotes) as
well as shredding machines located in each team’s work area.
Input Control
The new intranet at Champion Insurance will feature an audit trail to track who enters data into
the system. The trail will identify the workstation where the information is entered and the
member ID of the person who entered it. To ensure that data is complete and accurate, the
system can identify when portions of applications are incomplete or do not follow the proper
format. The applications are standard for the insurance industry; they are straightforward and
organized to promote accuracy. Finally, Champion Insurance has a records retention policy for
all expired or closed accounts to protect the company during legal proceedings.

Security
In addition to the series of input and output controls, Champion Insurance takes several measures
to secure the new company intranet. First, the nature of an intranet limits outside access.
Moreover, each section will require a password that will be updated monthly. Sensitive
information included in the accounting software, billing statements, and customer portfolios will
be encrypted. Champion Insurance also has several procedures in place such as shutting the
network down outside of regular business hours and mandatory vacations for regular auditing. A
distribution of knowledge within the organizational structure ensures that each level only has
access to the information pertaining to its job; any requests for accessing parts of the intranet
outside of job scope must be approved by upper management of the both departments (the one
